No, modern dataloggers use very little power - less than your cab light. They go into sleep mode when the truck is off and won't drain your battery. The device monitors battery voltage and will shut itself off if voltage drops too low.

If GPS is enabled, yes, location is tracked during work hours. This is mainly for dispatching, customer updates, and safety. Most companies have privacy policies about when tracking is active (usually only when truck is running or in work status). The main purpose is monitoring truck health and helping you if you break down. Ask your company for their specific tracking policy. Owner-operators can set their own privacy settings.

You can customize alerts to get only what matters. Start with just critical alerts that require immediate action. Turn off informational alerts if they're annoying. Set quiet hours so you don't get alerts when off duty. Most apps let you choose alert types: Critical Only, Critical + Major, or All Alerts.
